ProSTO - Best Practice Implementation of Solar Thermal Obligations (Finished Project)

Project ProSTO - Best Practice Implementation of Solar Thermal Obligations was co-financed by the European Commission in the framework of the Intelligent Energy Europe programme. The overall objective of ProSTO t was to boost the use of solar thermal systems in Europe by promoting an efficient implementation of solar thermal ordinances and to support European local authorities in planning, developing, introducing and managing efficient solar thermal ordinances (STOs).

The main stakeholders regarding STOs were local authorities. Within the ProSTO project, the Lazio region and the cities of Lisbon, Murcia, Stuttgart and Giurgiu had come together to showcase best practice examples. They aimed at the implementation of optimized solar thermal ordinances, consisting of model regulations, fine-tuned criteria, efficient administrative procedures and flanking measures. A large number of practical tools are available on the project website such as the STO database and the STO toolbox and five best practice STOs was developed by the participating local authorities in cooperation with scientific partners. Moreover, a STO Helpdesk shall provide some qualified guidance to local authorities prepared to introduce a solar thermal ordinance. Moreover, the dissemination of project results via the project partners network as well as presentations at international conferences and events should persuade local communities to introduce solar thermal ordinances. 

In Lisbon, project implementation had as main objective to identify existing barriers to the implementation of the requirement to use solar thermal systems existing in our country, under the following Regulations:

Decreto-Lei n.º 79/2006 de 4 de Abril, que aprova o Regulamento dos Sistemas Energéticos e de Climatização dos Edifícios (RSECE);

Decreto-Lei n.º 80/2006 de 4 de Abril, que aprova o Regulamento das Características de Comportamento Térmico de Edifícios (RCCTE).

At local level, one of the actions was to promote the integration of these systems in the building, which resulted in the integration of additional criteria for the adoption of these systems in the Municipal Regulation of Urbanization and Construction of Lisbon (RMUEL). This criteria included to present in the architectural project the elements that constitute the solar thermal system and the integration of the collectors in coverage and hiding of the storage tank of hot water.
Additionally, Lisboa E-Nova tried to address the listed heritage, with a view to identifying the exceptions provided in the law and integration solutions suitable for this type of buildings. Thus, it was possible to review the case of Baixa Pombalina of Lisbon target area - detailed plan and safeguarding, to be approved by the Lisbon Municipality. In Regulation Plan was included the  Solar Potential Map of Integration of Solar Systems in this area, that details for each coverage, the orientation and the available area for the integration of solar systems.
