Sustainable Rehabilitation for Lisbon

Sustainable refurbishment of buildings presents an enormous intervention potential and is of great relevance to the city of Lisbon, as it aims to mainstream good practices in construction and therefore contributes to the qualification of the built environment, increasing energy efficiency and consequently reducing energy consumption.

The project Sustainable Refurbishment for Lisbon aims to promote the mainstream of good practices in the refurbishment of buildings, trough the identification of intervention opportunities, capable of improving the energy-environmental performance of those buildings to be refurbished in Lisbon. In this context, one of the project goals is to promote the implementation of the national Decree-laws 79/2006 and 80/2006, of 4th of April, (New Regulation for Acclimatisation and Energy Systems of Buildings, New Regulation defining the Thermal performance of Buildings) that define the building’s performance characteristics. The project also aims to promote the implementation of the Decree-Law 78/2006, which defines the National Energy and Indoor Air Quality Certification System of Buildings, thus the emission of the buildings energy certificates, that constitutes one of the project’s work packages.

The four building typologies that became the specific case studies, were selected on the basis of the replication potential:

- Primary School, municipal property (Escola n.º 52 em Benfica, tipo P3)

- Residential building, built between 1920 and 1945 (Av. Elias Garcia n.º7, Avenidas Novas)


- Residential building, built between 1946 and 1990 (Municipal social housing, Rua Celestino Alves lote A, Quinta do Ourives)

- Residential building, built between 1990 and 2007 (Municipal social housing, Rua Maria do Carmo n.º 3, Alta de Lisboa Centro)

These buildings will be subjected to an energy-environmental performance analysis via a dynamic simulation process. This process will result in the identification of all the intervention opportunities, which contribute to optimize the building’s performance. This work will be developed in direct partnership with external entities and with strategic stakeholders, so that the relevant know-how is shared in the working meetings (strategic and technical). These meetings will involve all the relevant stakeholders operating in the construction sector - local authorities, entities with a role in legalization procedures, private construction companies and building materials suppliers - all having the main goal to achieve sustainable refurbishment guidelines accepted by the relevant institutions that have a say in the licensing procedures.

The opportunities and specific measures that constitute good practices, will be presented in 4 Good Practices in Buildings Refurbishment Manual.

The partnerships and cooperation between all the relevant entities, will allow the project deliverables to contribute to shortening and to clarifying administrative procedures that usually delay refurbishment works, as well as to identify the finding of the best solutions.

At the technical level intervention opportunities and specific methodologies for each typology will be identified, especially considering specific cases like qualified real estate in Baixa Lisboeta (Lisbon downtown) and social housing, which must adjust to the strict requirements for energy and environmental comfort.

The success of this initiative will allow the Lisbon Municipality and all the relevant actors of the construction sector, to explore market opportunities, demonstrating good practices in the real estate market, motivating other real estate promoters to adopt and to replicate the disseminated measures, contributing to the overall improvement of Lisbon’s built patrimony.
