Energy Efficient use in Public Lightning

The objective of this project is to contribute to improve the efficiency on energy use in the overall public lighting. To achieve this goal, it is previewed the continuous monitoring, more efficient management and control systems, as well as, the replacement for more efficient equipment. Without jeopardizing the city security and comfort criteria, it will be given priority to the efficient use of energy regarding public lighting, taking into account all the potential of solar light and adjusting the colour and light intensity to the lighting purposes.
For the period of 2011-2012 they are previewed various measures to optimize lighting to Lisbon, supported by the Plan for Promoting Efficiency in Electricity Consumption (PPEC 2011/2012), sponsored by the Energy Services Regulatory Authority (ERSE):


- Electronic Ballasts with control flux reduction
This measure consists in the replacement of the ferromagnetic ballasts of 250 W (in high pressure sodium-vapor lamps) for electronic ballasts, which originates energy savings up to 50%. The investment payback will be between 3-5 years.
It will be applied to type of solutions in the replacement of the ballasts in lamps – in 625 lamps the ballasts will enable control point to point and in 1000 lamps the ballasts won’t enable remote control. After this intervention, Lisbon Municipality can choose in the future the solution that better correspond to the objectives of quality lighting in the city.  It is likely that both solutions will deserve future replication, although in areas with different characteristics: a solution with a ballast without remote control can be used in residential areas and the solution with control point to point should be used in the important/noble areas of the city.


- Public Lightning in Monuments

This measure consists of the technological upgrading of the lighting of the monuments, with improved lighting quality and reducing light pollution. The particular action consists in replacing the existing exterior lighting of the Basilica da Estrela, characterized by lamps of various technologies, including incandescent, for a more efficient solution based on lamps with greater energy efficiency and greater focus on the facade and in elements to be highlighted. It is estimated to obtain energy and economic savings higher than 50%.
If the replacement of the lightning were applied to 10 monuments equivalent to the Basilica da Estrela, the annual savings will exceed half a million kWh and 40 000 €. Thus, the new lighting of the Basilica da Estrela could be a good example, that enable Lisbon Municipality to perform better design in future interventions for lighting the city's historical heritage.

Improvement of the energy performance of Eduardo VII Park - LED

This project aims to improve the overall energy efficiency of public lighting in the city. Some studies that evaluate the replacement of components with more efficient ones were initiated in 2009 and will remain in 2012.
The LED test, taking place at Parque Eduardo VII, where they are being temporarily replaced some conventional lamps (high pressure sodium-vapor) for low-power LED lamps, is important to assess the quality of light and monitor the improvement in energy efficiency.
Several companies have shown interest in participating in the project, and the Municipality of Lisbon has extended the project to other areas of the city.
