City4Climate - City Digital Twins for Climate Action

The urgency of climate change calls for transformative solutions, particularly in cities, which are responsible for over 70% of global CO₂ emissions. Achieving carbon neutrality by 2050 — or by 2030 in the case of Mission Cities such as Lisbon — requires innovative governance and a strong emphasis on digitalisation.

The City4Climate project proposes the development and implementation of Digital Twins (DTs) as advanced tools to support climate governance in the cities of Porto, Lisbon, and Guimarães, with support extended to partner cities Aveiro, Oeiras, and Famalicão. These systems will enable the modelling, monitoring, and simulation of urban components — such as energy, transport, and environment — allowing for policy testing before implementation to optimise resources and strengthen urban resilience.

A Digital Twin is a 3D virtual model that integrates real-world data to simulate and analyze scenarios such as emissions, air quality, energy use, and mobility. It allows cities to test strategies virtually before implementing them, ensuring better-informed, data-driven decisions.

The system will integrate real-time data, predictive analytics, and scenario simulation, in alignment with the Cities’ Climate Contracts and European carbon neutrality goals. Inspired by international examples like Zurich and Helsinki, a scalable and interoperable architecture will be developed, combining climate indicators, urban data, and governance workflows to support evidence-based decision-making.

The project will also develop a replicable methodology and open-source tools, enabling adoption by other EU Mission Cities and contributing actively to the goals of the European Green Deal.

Lisboa E-Nova is responsible for defining and coordinating the Lisbon pilot, and for defining calculation methodologies for the indicatores of all the partner cities.
